Ms. Waters-Hilty’s practice focuses primarily on the defense of claims arising under the Longshore and Harbor Workers’ Compensation Act (LHWCA) and Defense Base Act (DBA).

Before joining Brown Sims, Ms. Waters-Hilty clerked for Administrative Law Judges John A. Henderson, Lee J. Romero, Tracy A. Daly, and John M. Herke with the Office of Administrative Law Judges (OALJ) in Covington, Louisiana from August 2019 to May 2023. In addition to work performed on cases where individuals seek benefits under the LHWCA and the Black Lung Benefits Act, Ms. Waters-Hilty’s practice with the OALJ included whistleblower complaints and appeals made to the Board of Alien Labor Certification Appeals.

Prior to this clerkship, Ms. Waters-Hilty worked for the U.S. Department of Homeland Security, New Orleans Asylum Sub-Office and subsequently at a family law firm. She also previously interned with both the Immigration and Customs Enforcement, Office of Principal Legal Advisors in New Orleans, Louisiana, and with the U.S. Department of Justice, U.S. Attorney’s Office for the Middle District of Pennsylvania in Scranton, Pennsylvania.

She earned Bachelor of Arts degrees in Political Science and Communications Arts & Sciences in 2013 from the Pennsylvania State University, and received a Juris Doctor in 2019 from Loyola University College of Law.
